Job Purpose 

To deliver project opportunity for improving the business value of manufacturing. Ensure business improvement projects are properly developed as per CSPC project governance; manage business improvement plan to meet business targets.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC’s products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods etc.

CSPC’s complex consists of 2 phases. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell’s proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CHPCL is responsible for the construction of CSPC Phase Ⅱ project (C2) and CSPC is responsible for its investment and operation. C2 started up in April 2018, which includes an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units. C2 also includes SMPO/POD units. Shell’s proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC’s high quality product range, as well as enhances overall energy efficiency.

After C2’s startup, the total ethylene production capacity of CSPC has increased to 2,200 ktpa, becoming the biggest single-site ethylene plant in China, providing the market with more than 6 million tonnes of high quality and diversified products every year.

Principal Accountabilities 

1. Responsible for evaluating and framing business improvement opportunities to be achieved by project.
2. Responsible for progressing a project from Screening, Identify, Assess, Concept Select, Scoping, Budgeting, Execution right up to the Handover to Operations.
3. Ensure projects to be developed as per CSPC project governance. And, as the incumbent is the “Gate Keeper” to project portfolios, i.e. screen ideas or opportunities to ensure that only good quality, profitable, feasible and realizable opportunities are progressed. As such, he or she is responsible for the quality of the BIP (Business Improvement Plan) that contains ideas or opportunities for progressing into projects.
4. Responsible for managing BIP plan, and organizing regular review.
5. Manage risks across TECOP.
6. The incumbent should be skilled in identifying and managing both internal and external stakeholders of project. This includes working with Government Permit Team, Public Affair and Legal to ensure that all regulatory requirements and permit associated with the project are identified and managed to ensure timely delivery of the project.
7. The incumbent should ensure that the opportunities/ideas submitted for Business Planning are of high quality cost estimate and clear scope, justification, as per project governance requirements.
8. Responsible for advising and reviewing project feasibility study, BOD/DBEP and ensuring the quality; driving OTF project development and PCA (Project Construction Agreement).
9. Support Project Development Lead and Project Engineers in project front-end development and project execution.
10. Build network with project personnel both inside and outside of CSPC and learn the best practice in project management.
11. Organize Opportunity Framing Workshop for applicable projects, especially for opportunities that are complex and involving multiple external stakeholders.
12. Responsible for tracking and analyzing benefits of manufacturing business improvement projects.

Qualifications & Experience

1. Educational background: Bachelor Degree in Engineering.
2. Good facilitation skills.
3. Pragmatic but yet adhere to project governance to ensure CSPC has minimal exposure to risk during the delivery of the opportunities and execution of projects.
4. Able to prioritize effectively and be assertive in rejecting ideas or opportunities that are deemed unsuitable to progress as projects.
5. Work experience: Minimum 10 years of relevant experience in the oil, gas or petrochemical plants with significant exposure to project management; especially in front-end loading, feasibility studies, Basis of Design and BDEP.
6. Language proficiency: Proficiency in English and Mandarin.
7. PC skills: Proficiency in PC skills.
