Job Purpose 

This position will establish and maintain environmental management system, ensure operation and activities to comply with laws and regulations, and provide advice on environmental issue, technology and performance

This position will be single point accountable (SPA) person for the specified environmental topic and facilitating compliance and issues management with about 5 operation units/departments in CSPC

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC’s products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods etc.

CSPC’s complex consists of 2 phases. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell’s proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CHPCL is responsible for the construction of CSPC Phase Ⅱ project (C2) and CSPC is responsible for its investment and operation. C2 started up in April 2018, which includes an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units. C2 also includes SMPO/POD units. Shell’s proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC’s high quality product range, as well as enhances overall energy efficiency.

After C2’s startup, the total ethylene production capacity of CSPC has increased to 2,200 ktpa, becoming the biggest single-site ethylene plant in China, providing the market with more than 6 million tonnes of high quality and diversified products every year.

Principal Accountabilities 

1.Provide expert advice in achieving environmental objectives, recommend proper follow-up actions and monitor implementation.
2.Conduct the structured auditing process, as ISO 14001, waste management, LDAR implementation and other environmental related issue including tracking of action items and follow-up to close the findings.
3.Develop and update environmental management system and procedures with proper cascading. Facilitate embedding of regulations and standards requirement into operation procedures/daily management and maintenance activities.
4.Develop professional environmental information (Bulletin), instruction and training materials and deliver them via various ways.
5.Take lead to develop and champion environmental campaigns with programs and methods to improve environmental initiatives.
6.Lead/facilitate the investigation of accident & high potential near misses incidents for root cause, actions tracking and learning.
7.Communicate with external organizations and government department associated with environment.
8.Lead/facilitate the implementation of new and non-routine government requirements and programs.
9.Provide expert support on big activities as TA and new project, including FSR, EIA and environmental acceptance.
10.Prepare the monthly HSE performance report, and other reports required by government, including carbon emission, etc.
11.Identify the requirements of new and revised environmental law and regulations, lead/facilitate gap and impact analysis, advise the related parties on the changes and push on the follow-up action.
12.Play the role as Deputy for Environmental Lead

Qualifications & Experience

1. Education/experience
• University or college graduate.
• Major of Chemistry or Environment
2. Work experience
• Minimum 8 years environmental experience in a petrochemical setting or environmental impact assessment institutes.
3. Language proficiency:
• Able to use English as the working language.
4. PC skills
• Proficient in PC skills.

• No direct supervision, but maintain numerous ‘coaching’ relationships with unit Focal Points
Working conditions:
• Normal office working conditions in an operating plant environment.
• Some flexibility is required for time on shift or outside day-hours.
• Participate in the HSE Duty Officer rotation
