Job Purpose 

1.To lead a team of government permits officers/advisors in order to develop and execute an integrated and effective permitting strategy for a portfolio and major projects executed by CSPC.
2.To act as the Single Point of Accountability for CSPC project government permitting process.
3.Engage and manage various external and internal stakeholders to ensure that permitting issues will be progressed in full compliance with both legal and company requirements, especially on Anti-Bribery regulations.

Job Dimensions 

•Estimated annual cost for major and portfolio of projects exceeded 500 million RMB
•Major stakeholders: Project Managers, Public Affair, Engineering Services Department, HSE Department, Operations, Management Teams of CSPC, relevant government departments (both City and Provincial level)

Principal Accountabilities 

1.Lead a team of government permit officers/advisors to develop a strategy for permitting in projects.
2.Lead the team to execute the permitting and ensure that the permitting of each project is progressed per schedule.
3.Provide realistic permitting plan and schedule, and budgets for Project Managers/Business Opportunity Manager/Project Development Lead so that a realistic project schedule and budget can be prepared for AFC/FID approval.
4.Engage effectively with each Project Managers, thought having a full grasp and understanding of the permitting schedule and requirement of each Project.
5.Own the interface between Projects and Government Departments and as such the Single Point of Accountability for government permitting work processes.
6.Ensure that government permitting is carried out in full compliance with CSPC rules and regulations, especially on Anti-Bribery policy.
7.Develop a standardized government permitting work process in order to improve efficiency of projects delivery.
8.Working closely with Public Affair department of CSPC to ensure full alignment with company strategy and communication protocol in managing government affairs associated with Projects.

Qualifications & Experience

1.Educational background: University degree.
2.Due to the sensitivity of the position, the candidate must have demonstrated proven track record of strict adherence to company rules and regulation as well as ability to manage potential non-compliance incidents.
3.Strong communication and stakeholder management skills.
4.Strong co-ordination skills and coaching capability.
5.Resilient to pressure and able to act with full integrity during stressful times.
6.Prior experience of project management especially in front end project development- FSR/ FEED/BDEP.
7.Proven experience of government relationship management in CSPC is an advantage.
8.A strong English language skills is an advantage.
