Job Purpose 

The position is to provide procurement support, directly to CP-MRO team for all third party requirements for Turn Around (TA) services in line with the procurement Plan and CSPC procurement policy and procedures.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC’s products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods etc.

CSPC’s complex consists of 2 phases. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell’s proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CHPCL is responsible for the construction of CSPC Phase Ⅱ project (C2) and CSPC is responsible for its investment and operation. C2 started up in April 2018, which includes an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units. C2 also includes SMPO/POD units. Shell’s proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC’s high quality product range, as well as enhances overall energy efficiency.

After C2’s startup, the total ethylene production capacity of CSPC has increased to 2,200 ktpa, becoming the biggest single-site ethylene plant in China, providing the market with more than 6 million tonnes of high quality and diversified products every year.

Principal Accountabilities 

1. The accomplishment of duties delegated by Head –Contracting and Procurement-MRO.
2. Formulate and agree with the various task force members the Contracting & Procurement Strategy and the Contracting & Procurement Plan. Update and re-issue as necessary.
3. Forming all the ITB/purchase order templates, including integrating all the inputs from CSPC technical disciplines, taxation, legal, insurance etc.
4. Analyze the risks related to delivery schedule management, inspection, stock, importation, taxation, insurance etc and formulate terms and conditions in the ITB/purchase order template to reduce and eliminate the risks.
5. Manage and coordinate all bidding activities up to award of purchase orders.
6. Control & adiministrate Key Purchase Orders in accordance with signed terms, CP requirements, systems, procedures, budgets and schedules.
7. Support logistics related to delivery of goods ordered as per the P.O. terms and conditions.
8. Work with Contracting staff and plant maintenance procurement team (turn around maintenance team etc.) and leverage any services/materials related to P.O.s.
9. Actively promote effective communication and relations with contractors/suppliers and all other interfacing departments and disciplines in carrying out her/his daily administration duties.
10. Manage CSPC authority issues like Tender Board review of contract awards.
Manage SAP RtP process in the order implementation.

Qualifications & Experience

1. Educational background:
• University degree, Preferred major in Mechanical.
2. Work experience:
• Minimum 2 years experience in the areas of Maintenance(Mechanical, Electric or Instrument).
• Certain experience with procurement and/or thorough understanding of relevant business.
• Potential in commerce and cost.
3. Language proficiency:
• Good command of English language (spoken/written).
4. PC skills:
Certain working knowledge of SAP and other procurement systems.
