Job Purpose 

• Provide operation guideline, CSPC standards and best practices to shift supervisors in operation team.
• Responsible for site wide operation support to operate the complex in a safe, reliable and environmentally sound manner to meet business plan.
• Make timely decisions within own authority across CSPC/CHPCL interface to protect the Integrated Complex to reliably and safely operate in case of abnormal situations.
• Act as Incident Commander for emergency response action as well as the site representative in response to community concerns in accordance with CSPC incident management process.

Job Dimensions 

1.Products and capacity: product ethylene: 2,200kta; product propylene: 1000 kta.
2.Number of production plant: 20, including LOP, EO/EG, PA, OXO, SMPO, POD, LDPE, LLDPE, HDPE, PP, BDT and utility.

Principal Accountabilities 

Site Wide Production Coordination
1. Provide leadership, support and guidance to ensure all operating areas are working together as one team to ensure safe operations, under the guidance of MFLT.
2. Ensure that plant safety orders and policies are consistently followed.
3. To lead and support the C1+C2 shift supervisors to achieve a safe operation.
3. Responsible for executing site wide operation milestone plan. And, assists unit operation in plan execution.
4. Responsible for developing daily production scheduler report Interface Management between CSPC and CHPCL and other third parties.
5.Work closely with production scheduling team to develop site wide opration milestone plan.
5. Act as the Single Point of Contact (SPOC) between CHPCL and CSPC.
6. For those interfaces between R2/C2, act as focal point for communicating operational Status of C2 Operations to R2 and receiving operational status of R2 and communicating to C2.
7. Approve connections/disconnections from 3rd parties (must approve in case of deviations), e.g., for OTF parties, for interfaces between CSPC and CHPCL.
8. Maintain communication with stakeholders for site wide production related (3rd parties, public, jetty outside normal office hours).

Site Wide Emergency Coordination
1. Participate in emergency response exercises (including pre-fire plans).
2. Incident commander site-wide HSSE emergencies with duty manager until relieved by more senior person.
3. Responsible to ensure operation incident reporting protocols are followed in the context of CSPC incident management procedure.
4. Verify plans in case of trips that impact the interfaces between CSPC and CHPCL.
5. Verify line-up and initiate correct trip recovery procedure for the interfaces between CSPC and CHPCL.
6. Assist duty manager in greeting inspection from government regulator during non-workdays.

Qualifications & Experience

1. Educational background: Graduate or diploma, preferably with focus in Petrochemical, in chemical related subject.
2. Work experience:
• More than 10 years working experience in petrochemical industry will be preferred.
• Deep operational experience and preferably detailed experience in all plants within C1 and C2.
• Process Unit safety and emergency systems knowledge.
• Authority: the decision maker outside office hours, which is capable to provide oversight on HSSE, ER leadership, mitigate threats to operations, coordination of maintenance activities and act as the Site Team Leader.
• Can uses fact-based, structured decision-making process to initiate and support appropriate actions.
3. Language proficiency: Has ability to use English as working language.
4. PC skills: Proficient in PC skills with excellent skills in Word, PowerPoint and Excel.
