Job Purpose 

To deliver expatriate service to expatriate staff in line with policy.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC's products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods etc.

CSPC's complex consists of 2 phases. Phase I (Nanhai Project, C1) started commercial operation in early 2006. After Phase Ⅱ's (Expansion Project,C2)startup in April 2018, the total ethylene production capacity of CSPC has increased to 2,200 ktpa, becoming the biggest single-site ethylene plant in China, providing the market with more than 6 million tonnes of high quality and diversified products every year.

Principal Accountabilities 

1. Implements Shell IBAS expat and Shell HK staff remuneration and payroll policies, processes, systems and procedures, ensuring compliance with Shell IBAS and Shell HK relocation policy and labor legislation.
2. Delivers timely and correct payment of expat and HK staff salaries as well as a high quality of the end-to-end monthly payroll process.
3. Maintains good working relationships with Shell HR Expats Shared Services and other Shell offices in various expats' base countries to co-ordinate input to expat remuneration system and request for expats' data, analysis of net salary and benefit calculations.
4. Support planning manager to prepare for BP Shell secondees manpower budgeting exercise. Implements and manages Shell secondee budget controls in compliance with CSPC's financial controls requirements.
5. Support planning manager to resource the JVA Staffing Plan by arranging selection interviews with line managers and Shell JV representatives and implementing the selected Shell secondees' offer.
6. Facilitates and works with Shell Expats Services Centre (SSSC) and Shell HK on the transfer of expatriates into CSPC in China with regards to the local conditions, like housing, medical, entry visa and work license, handling of personal effects, schooling etc.,
7. Maintains good relationship with local related Immigration Authorities as part of managing timely expats' invitation, entry, work visas, work-license processing following the state and local law and regulations.
8. Issues and manages individual expats and HK staff's employment contracts in accordance with IBAS terms and HKRP package terms, handshakes and local policy applicable for expats
9. Implements expat Individual Income Tax (IIT) system to ensure CSPC has a competitive tax charge through tax planning, good knowledge of IIT and all applicable tax advantage of all available tax exemption in full compliance with the law applicable to Pension Funds contributions, Home Leave Travel, Education Assistance, Medical and other expats' benefits.
10. Ensures pension funds contributions comply with the base country's pension policy and maintain Expats' PBS update and data integrity.
11. Implements and manages expat home leave days, travel budget, education assistance both in China and overseas in accordance with IBAS policies that are deliverable locally.
12. Set-up a tracking system to monitor the receipts and payments of all invoices for Shell secondees including Shell China secondee's charges to ensure we maintain an updated account for purpose of computing IIT and other related taxes
13. Maintain the monthly Shell secondees cost recovery data accurate and in integrity to ensure timely cost recovery as per the guideline.
14. Liaises with Shell's Medical Services Vendor to ensure timely implementation of individual expat's medical and accident insurance timely.
15. Support to coordinate assigned employee engagement and communication activities.

Qualifications & Experience

1. Educational background:
• University or College graduate and above.
2. Work experience:
• Experience of 3-5 years in a HR environment and 2 years in C&B and services prefered
• Demonstrated customer service model and administrative system experience

3. Language proficiency:
• Fluent in spoken and written English and Chinese/Mandarin.
4. Computer skills:
• Advanced computer proficiency in using Excel functions. Skillful in using Word and SAP. Knowledge in Access, Visio and Power Point are preferable.
