Job Purpose 

1. To lead and manage CSPC Jetty Expansion Projects within stipulated project duration and budget, and meeting project quality and CSPC safety standards.
2. To co-ordinate project engineering resources within and outside CSPC and ensure timely completion of detailed engineering and necessary technical assurance.
3. To develop an overall contracting strategy for the management of detailed engineering, procurement, construction and commissioning such that the project is executed safely, on time and within budget.
4. As the custodian for the project risk registers, rigorously and proactively identifies risks to the project and manage the risks such that CSPC will not be exposed to an unacceptably high risk throughout the execution of the project.
5. Engage and effectively manage various external and internal stakeholders (CSPC Management Team, government authorities, Maintenance, Operations, HR, Finance, Public Affairs and HSE) and effectively leverage various expertise and functions within CSPC in order to execute the projects in a safe and timely manner.
6. To act as the Quality Manager for the project and therefore ensure that the objectives of the projects will not be affected by quality problems and that the Project Quality Plans are strictly adhered to.

Job Dimensions 

1. Budget for the project is in the order of magnitude of 300 million RMB.
2. There could be a combined total of about 40 direct/indirect reporting lines, excluding contractors.

Principal Accountabilities 

1. Manage the projects throughout the execution phase (from engineering till handover to Operations) such that the project is completed on-time, within budget and safely, without major quality issues that could derail the objectives of the projects.
2. Proactively identify both technical and non-technical risks and manage the risks and uncertainties associated with the risks such that the project will not experience delay, over budget and becoming unsafe.
3. Identify both external and internal stakeholders and put in place a plan to effectively manage and engage these stakeholders. The stakeholders could range from CSPC senior management, neighboring plants, government authorities to Operations and Maintenance.
4. Manage the main contractors and the sub-contractors so that the project can be executed in a safely, timely and cost effective manner.
5. To provide oversight of the planning, scheduling, cost control and tracking of the project.
6. Act as the contract holders of various project contracts and be accountable for the HSE performance for the project.
7. Accountable for the quality management of the project.
8. Ensure that the Project Discipline Deliverables Matrix (PDAM) is strictly adhered to and apply for derogations/deviations if appropriate.
9. Ensure sufficient and competent resources are in place.
10. Chair the project Steering Committee Meetings for the projects and ensure a high quality reporting during these meetings so that all members of Steering Committee have the correct and required information to make decisions and provide guidance.
11. Champion the concept of Scope Freeze/No Change mindset throughout the project execution.
12. Coach project personnel by providing mentoring and opportunities of training-on-the-job.
13. Champion of LEAN and relentlessly eliminate or minimize waste during project execution.
14. Lead the project post implementation review.

Qualifications & Experience

1. University Degree in Engineering Discipline, Master Degree and/or valid project management professional certification will be a plus.
2. 20 years of working experience with at least 10-year multi-disciplinary experience in project engineering, project management, project estimation, cost control and technical support in oil and gas and n petrochemical industry in Chinese environment.
3. Experience of managing EPC or E-P-C contractors in brownfield environment, and familiar with cost, schedule and risk management.
4. Good knowledge of CSPC project governance and project management relevant procedures will be a plus.
5. Proficient in English (both written and oral).
6. Mandarin native speaker preferred.
7. Previous experience of working with Shell DEP, CSPC and GB standards.
8. Positive thinker and problem solver, skilled in framing problems/challenges as opportunities.
9. Project is expected to be schedule driven therefore the successful candidate is expected to work under constant pressure.
10. Good communicator and skilled at managing stakeholders with conflicting priorities and agendas.
11. Open-minded, ready to learn from mistakes and easy to adapt to new environment.
12. Have the courage to do the right thing and be assertive but have good listening skills.
13. Have a focused mindset and attention to detail but able to think strategically about medium to long term impacts of project decisions.
