Job Purpose 

The primary function of the C2 TA Head is to lead and complete the C2 2022 TA event in accordance with CSPC HSSE Management Framework and TA Process towards achieving competitive TA cost, duration and quality while demonstrating Best-In-Class HSSE performance in a manner that contributes toward the achievement of top quartile reliability and operation availability.
C2 TA Head is expected to work across different functions and disciplines with Projects/Construction, Operations, Technologist, Engineering, Inspection, Reliability, Maintenance, HSE, CP, Finance, Production Scheduling, and externally with contractors, vendors, OEMs, CDIs, shareholder representatives and regulatory authorities.
C2 TA Head must demonstrate:
a)Strong bias for action to identify potential problems and coordinate resolutions before they become TA show stoppers
b)Result driven personality with continual enthusiasm and desire to enable the team to achieve top quartile TA performance
c)Ability to solicit internal/external commitments and influence loosely knitted work teams and TA stakeholders to be driven across all organizational levels
d)Strong passion in steering continuous improvement in TA performance across various TA phases.

Job Dimensions 

1.Budget:
-Turnaround budget : About RMB 800million for C2 2022 TA
-Projects/Plant Changes budget: more than RMB 150 million to be executed during TA duration
2.Direct Report Staff:
-30 direct report consisting of Senior TA Coordinator, TA Engineers, TA Coordinators, TA Schedulers, TA Cost Engineers, TA Flawless Engineer, Material Coordinators, Logistic Coordinators, and more than 30 indirect reports.
3.Contractor :
About 5000 contractor workforce during TA execution

Principal Accountabilities 

1.Develop TA strategy and implementation plan for C2 2022 TA event, taking into consideration of various operating and shutdown scenarios of C1, C2, R1 and R2.
2.Assist in setting up of C2 2022 TA Steering Committee (TSC), facilitate TSC meeting for alignment and support
3.Develop TA goals and premises and seek endorsement from TSC and CSPC Management Team (MT). Responsible for the delivery of the TA event within the approved goals and premises.
4.Set up C2 2022 TA team and develop resourcing plan in consultation with HR, CP, Head of TA and C2 2020 Pit-stop Team Lead.
5.Develop TA HSSE plan in accordance with CSPC HSSE policy and management framework. Accountable for the TA HSSE performance.
6.Develop TA Assurance and Support Plan in consultation with the TA Assurance team and has the plan endorsed by TSC.
7.Provide training and onboarding on all phases of TA process and ensure TA milestones are met with top quality deliverables.
8.As Contract Holder, responsible for the development of TA budget in Business Plan and ensure timely approval by Board on Pre-spend Investment Proposal and FID IP. Responsible for all aspects of spend and financial closure
9.Responsible for the development of contracting strategy and Contract Implementation Plan.
10.Lead work scope collection, challenge and optimization process. Facilitate alignment workshops among operation, maintenance, inspection, engineering, technology, projects, and HSE to ensure optimized scope is achieved at scope freeze.
11.Progress the frozen scope to detailed planning and resource loaded scheduling, organize table top/ constructability study for critical, near critical and critical mass activities.
12.Progress all other support plans (equipment isolation, method statement, material, ITP, JHA, PTW, drawings, etc) and collate all the planning and execution details into a Jab Pack to be used as guiding document for TA execution.
13.Ensure all operational activities such as system planning, SD/Decon and start-up plan are consistent with flawless concept and integrated in the TA master schedule.
14.Ensure all projects and plant changes are aligned and integrated into the TA contracting strategy and TA master schedule
15.Ensure TA addenda and discovery procedures are in place and adhered to by the team.
16.Prepare a TA Risk Management Plan and the Risk Register is being reviewed by TSC and updated regularly.
17.Implement Lean tactics in TA planning and execution.
18.Ensure multidiscipline integration and alignment of contractors and CSPC’s Team
19.Ensure pre-TA work is completed as per schedule
20.Ensure optimal control of safety, quality, cost and schedule including taking correctives actions.
21.Provide monthly report during planning phase and weekly update during execution phase
22.Facilitates TA look back, PIR and generate 80/20 scope for next TA. Share learning with broader organization.
23.Coaches and mentor staff for succession planning.

Qualifications & Experience

1.Minimum Bachelor Degree in Engineering (Mechanical Engineering discipline is preferred)
2.At least 20 years technical and professional experience in petrochemical industry, of which 8-10 years in supervisory/management role in turnaround, maintenance or project/construction.
3.Experienced as TA Manager for a mega TA event (preferably in Low Olefin Plant) is a prerequisite.
4.Experienced in CSPC TA Processes or its equivalent is required.
5.Experienced in managing HSE and associated risks in mega/high complexity TA events.
6.Experienced and knowledge of budgeting, scoping, planning, scheduling, contracting and procurement processes in turnaround.
7.Experienced and knowledge of Lean application in turnaround.
8.Experienced in managing multi-disciplinary and multi-function teams
9.Demonstrated strong interpersonal and networking skills across all levels in the organization,
10.Demonstrated perseverance and resilient under pressure.
11.Experienced team leader, able to develop, motivate and coach team and individual.
12.Fluent in spoken and written Mandarin and English
13.Proficient in PC skills.
