Job Purpose 

The Senior Project Engineer is expected to support the Project Manager-Jetty in managing Jetty Expansion Projects from project approval till successful hand over to Operation. He/she carries single point of responsibility for safe delivery of projects within his remits, within budget and schedule, while ensuring smooth hand over and start-up. He/she is expected to manage a number of stakeholders within CSPC, contractors, vendors, CDI’s and government officials throughout the life cycle of a project.
Also Responsible for 2 POD lines to Jetty project and other portfolios projects before approval of Jetty Expansion Project.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC’s products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods, etc.

CSPC’s complex consists of 2 phases projects. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell’s proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CSPC Phase 2 project (C2) started up in April 2018, including an ongoing project to build an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units, which CSPC officially assumed ownership from CNOOC in November, 2016. The C2 expansion includes also SMPO/POD units. Shell’s proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC’s high quality product range, as well as enhances overall energy efficiency.

After C2’s start-up, CSPC will increase its ethylene capacity to 2,200 ktpa and supply more than 6 million tonnes of high quality products to the China market every year, becoming the biggest single-site ethylene plant in China.

Principal Accountabilities 

The Senior Project Engineer is responsible for all aspects of project engineering and execution:
1. Develops project execution plans, schedules and contracting strategies.
2. Seek management/TB approval based on project MoA on project execution and contracting strategy.
3. Coordinates with design office in detailed design and engineering work, oversees design & engineering work whether in-house or by external parties to comply with requirements.
4. Set-up project specific engineering assurance plans, coordinates with engineering disciplines and other stakeholders for their input and approval.
5. Provide project work specifications for quotation.
6. Works with contracts executive in the evaluation of quotations and recommendations for contract awards.
7. Assist where required, in contacts with the authorities for permit applications.
8. Responsible to enforce HSE compliance requirements during engineering, procurement, construction and commissioning. Accountable for HSE performance on his work.
9. Assist in setting up ORCSU/hand-over process including PSSR review.
10. Responsible for preparing monthly project report including VO control, cost and LE tracking.
11. Manage changes as per related procedures and ensure to comply with CSPC MOA.
12. Responsible for proper project closeout and preparation of PIR.

Qualifications & Experience

1. Educational background: University degree in engineering, mechanical is preferred.
2. Work experience:
• Minimum 10 years project engineering and delivery experience.
• Knowledge and understanding of design and construction codes and best practices.
• Familiar with life plan operations and maintenance practices.
• Project management experience in petrochemical industry, preferable in marine jetty engineering and construction for petrochemical products.
• Experience in managing E,P,C; E+PC or EPC contracts.
3. Language proficiency: Able to communicate in English and Mandarin, verbally as well as in writing. English level CET>4 or equivalent.
4. PC skills: Proficient in PC skills. Able to use Microsoft Project to make project schedule.
