Job Purpose 

This position will Build and maintain HSE management system to ensure daily operation to comply with CSPC and government HSE policy and laws and regulations and provide advice on HSE issues, technology and performance.
This position will also single point accountable (SPA) person for managing engagements, facilitate compliance and issues management with 1-3 operation units in CSPC.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC’s products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods etc.

CSPC’s complex consists of 2 phases. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell’s proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CHPCL is responsible for the construction of CSPC Phase Ⅱ project (C2) and CSPC is responsible for its investment and operation. C2 started up in April 2018, which includes an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units. C2 also includes SMPO/POD units. Shell’s proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC’s high quality product range, as well as enhances overall energy efficiency.

After C2’s startup, the total ethylene production capacity of CSPC has increased to 2,200 ktpa, becoming the biggest single-site ethylene plant in China, providing the market with more than 6 million tonnes of high quality and diversified products every year.

Principal Accountabilities 

HSE Advisor:
1.Provide professional advice on HSE to assist in achieving HSE objectives by hazard identification, risk evaluation, recommending proper follow-up actions and monitoring implementation.
2.Identify the requirements of new and revised HSE law and regulations and advise management of impending changes to HSE Legislation. Keep abreast of the latest development in national and local HSE regulations and emerging legislation.
3.Support updates of the CSPC HSE management system and procedures with proper cascading to the worksite. Facilitate embedding of HSE standards into contractor and operation procedures/daily management.
4.Provide advice for HSE KPI setup and monitoring. Ensure regular HSE indicators are tracked and performance reports are accurately administer and reported. Analyze captured data and provide recommendations to keep positive trends.
5.Provide advice on Accident Prevention. Notify the Management of all CSPC accidents and dangerous occurrences that are reportable and maintain a register of these incidents. Contribute to or coordinate/lead the investigation of accident & high potential near misses incidents using TRIPOD mythology for root cause, actions tracking and learning.
6.Play a key role together with HSE focal points in the development of critical task analysis, job safety analysis, hazards identification involving contractor staff and CSPC staff.
7.Together with other HSE Advisors, and Unit HSE focal points, champion HSE campaigns with programs and methods to improve safety initiatives.
8.Develop professional HSE information (Bulletin), instruction and training materials and deliver them via various ways.
9.Coach and motivate contractor companies to work to CSPC standards. Guide and support Contractor HSE officers and HSE committees in setting standards and implementation.
10.Carry out Management HSE Audits throughout the site. Create and participate in structured auditing process in the areas of HSE, permit to work, process safety, chemical storage and handling, warehousing and other HSE related issues including tracking of action items and follow-up to close the findings.
11.Keep contact with external HSE organizations and government departments associated with HSE. Share the Best practices and Lesson Learning with all staff.

Qualifications & Experience

1. Educational background:
• University or college graduate.
• Graduated in Major of Chemical or Chemistry
2. Work experience:
• Minimum 5 years operation / engineering or process safety / personal safety management experience in a petrochemical or refinery setting.
• Register Safety Certificate in Hazardous Chemical Management will be given priority.
3. Language proficiency:
• Able to use English as the working language.
4. PC skills:
• Proficient in PC skills includes but not limit in Microsoft Word, Excel, Powerpoint and Articulate Presenter and Storyline for e-learning course development.

Supervision exercised:
• No direct supervision, but maintain numerous ‘coaching’ relationships with unit HSE Focal Points and contractors HSE officers.
Working conditions:
• Normal office working conditions in an operating plant environment.
• Some flexibility is required for time on shift or outside day-hours.
