Job Purpose 

Monitors and controls the smooth operation of all vessels assigned and provides the required nautical and commercial support, in order to achieve the desired levels of safe operational performance and commercial effectiveness.

Job Dimensions 

This position has direct interface with the following CSPC Departments:
1. CMSC
For day-to-day communications in regards ship quality and deal with ship owners for ship management improvement.
2. MFEM
For instigating and supervising maintenance activities on jetty facilities, pipeline equipment outside the fence line and on pipeline right-of-ways.
3. MFHSE
For input to the development and review of Emergency Procedures. For reporting spills and supervising land reclamation outside the fence on CSPC’s land and pipeline right-of-ways.
4. MFES
For input and implementation into procedures and plans for pipeline inspection projects.
For reporting and investigating irregularities on pipeline equipment and right-of-ways.
5. PA & Legal Department
For communication with related government authorities, including Port Affair Administration Bureau, Marine Safety Administration Bureau, Border Police and so on.

Products: SM, EO/MEG, PO Derivatives, BD, PP and PE. Annual volume of feedstocks, products and process chemicals handled amounts to 5 million tonnes.

Principal Accountabilities 

1. Manage the safety and efficiency for ships loading/unloading operation and activities in CSPC marine terminal. Optimize jetty operation process and promote jetty operation efficiency.
2. Manages 1 Assistant Marine Superintendent, 2 shipping planners, 1 Time Charter Party for tug/mooring services with 50 employees, 1 pollution control boat and 1 pilot boat with 20 contractors.
3. Manage terminal process for ship inspections and ship quality assessment, carry out ship inspection on behalf of CSPC MF Oil movement and marine.
4. Manage CSPC Marine facilities; cooperate with EM and develop marine facilities maintenance strategy and ensure proper maintenance without TA period.
5. Represent CSPC and communicate with other parties and government authorities for the purpose of protection of CSPC Sub-sea pipelines and pipe rack from damage due other party’s activities.
6. Liaise with the HuiZhou Port Authorities for the jetty expansion project ensure we get operating permits and license for the expansion. Lead marine team for commissioning and startup of expanded berths of DL Jetty.
7. Represents CSPC in dealing with the Government and 3rd parties in Marine issues, supported by CS Public Affairs and Legal Department.
8. Responsible to communicate with 3rd parties, who is going to carry out construction activities right-of-way CSPC Marine facilities and ensure CSPC marine facilities protected from damage due to 3rd party’s activities.
9. Supervises third party contractors activities near CSPC marine facilities and responsible to set up field inspection program with check items for the field inspection and surveillance of all of CSPC marine facilities outside the fence line.
10. Responsible for the jetties operations to ensure that the berthing and un-berthing of ships are executed safely.
11. Routinely communicates with CMSC on ship chartering and vetting to ensure only approved ships are engaged for CSPC product shipment.
12. Prepares budget for the Marine activities and facility maintenance, oversees actual expenditure and KPI’s to achieve targets.
13. Regularly review and update marine emergency response plans/procedures, regularly check and ensure equipment for handling spills and fires emergency in the jetty are in working condition. Arrange staff and contractor training for emergencies response.
14. Manages the time charter party for tug/mooring boat, jetty crew services and ensures that service standards are adhered to.
15. Manage contractor for the management of pollution control boat “Bi Hai 1”, set KPI for the contractor, regularly review contractor performance against KPI.
16. Responsible for shore officers training for safety ship/shore operation, oil and chemical handling and terminal emergency response.
17. Co-ordinates, develops and approves the writing of the operating manuals and procedures covering new chemical products from C2 and ensure we comply with IBC code.
18. IS Fire Permit Signature. Ensures that the permit to work system is correctly implemented in his section, including the training and qualification of his/her staff in their respective roles.
19. Ensures that revenue due to wharf charges for foreign ships, hiring of tug boats and claims for use of nitrogen in cargo tank purging are settled promptly.
20. For DL jetty expansion project, participate engineering for the expansion, issue fire permits for site construction, cooperate with project team for site construction and ensure construction will be executed safely without impact to normal operation.

Qualifications & Experience

1. Skill level in the operations of the jetty equipment, particularly the safeguarding instrumentations and emergency equipment.
2. Knowledge level in the legislated HSE requirements and international environmental protection standards, particularly where these apply to Marine operations.
3. Knowledge level of IMO (International Maritime Organization) & OCIMF (Oil Companies International Marine Forum) guidelines
4. Skill level in ISGOTT (International Safety Guide for Oil tanker & Terminal) applications
5. Awareness level in equipment maintenance, performance trouble-shooting.
6. Skill level in the contract management of service providers.
7. Skill level in CSPC’s HSE requirements, including permit to work, emergency procedures, unsafe act auditing, and job hazard analysis.
8. Skill level in Logistics business planning, budgeting, performance monitoring against best practice and management reporting.
9. Skill level in team work practices, managing others.
10. Protect CSPC Marine facilities from damage due to 3rd party activities.
11. All ship’s crew understands and follows CSPC site rules and HSE requirements.
12. Improving marine operation procedures to meet SMBR requirements.
13. To protect Daya Bay marine environments with our operation performance.
14. To set up a system for marine channel using procedures by various users including Hua de, CNOOC, OTDB, and Dayabay coal power plant etc.
15. Educational background: Possesses a Master Mariner certificate or education for petrochemical process engineering.
16. Work experience: 10 years experience as a marine officer, or 10 years jetty operation experience.
17. Language proficiency: Fluent English as working language.
18. PC skills: Proficient in PC skills.
