Job Purpose 

Operates the tank farm, truck loading bays and Jetties facilities at its optimum design by monitoring and based on information obtained from the plant, control room or his supervisor, acts pro-actively to maintain plant conditions and equipment integrity.

Job Dimensions 

Operation of following:
• 21 products storage tanks.
• 5 feedstock tanks.
• 7 liquid truck loading bays
• 3 berths in Donglian Jetty
• 1 berth in MBZ jetty

Principal Accountabilities 

1. Participates in Commissioning & start up process of units facilities. Keeps the operational manuals and start-up, shut-down and other procedures up-to-date for the units assigned to his responsibility. During commissioning, Witness checks/Testing on facilities and equipment for tightness, correct spade positions, etc.
2. Responsible for site operations, including routine checks, sampling, tank measurement, tank switching, operating valves, loading liquid trucks and so on.
3. Maintains a thorough knowledge of current operational status of the area that he is responsible for by reference to daily instructions, logbooks and shift changeover communications. Monitors the panel operations of the area appointed to him.
4. Takes care of clear verbal and/or written reporting and ensures proper hand-over of responsibilities takes place during daily shift changes ensures incident and non-conformity reporting.
5. Trouble-shoot when equipment and control system malfunction. Makes judgment on deviations in the functioning of process and equipment, and takes action to correct malfunction taking into account possible consequences for other departments.
6. Performs simple mechanical tasks such as installing or removing separation flanges, turning spectacles; lubricating valves, resolving leakages, removing insulation and if so required temporary repair.
7. Ensures that maintenance personnel work conform to conditions written in the work permit. Determines the required remedial actions to ensure compliance.
8. Monitors effluent conditions & takes first line actions for non-compliance. Reports action taken or escalates problem for attention. Handles & Disposes waste generated in his/her area according to procedures.
9. Takes part in emergency response exercises (e.g. fire-fighting, spill containment and gas release control training) organized by his supervisors and HSE unit; Takes first aid action in the event of a fire or spill. Isolates the facility in the event of an emergency, as directed by the SS.
10. Provide coaching & instructions to operators particularly in HSE observance in product handling and equipment operations.
11. Performs the roles and responsibilities of the Clearance Certificate Signatory in the Permit to Work Process.

Qualifications & Experience

1. Qualification from a secondary technical school or above, in chemical or marine subject.
2. Minimum 5 years working experience in petrochemical industry or jetty operations.
