Job Purpose 

The Project Development Lead (PDL) is required to work closely with the Business Opportunity Manager(BOM) to lead and coordinate the business improvement initiatives, identify business opportunities, assess the viability of the opportunities through feasibility study, select and recommend the concept that meet the business premises, conduct basic design engineering package and take the project to a successful Final Investment Decision(FID). In the development of the business improvement initiatives to successful project FID, the PDL is required to work with multiple discipline team (MFT technologists, MFES discipline engineers, MFPT project engineers, Commercial, CP, Finance, Operation and Maintenance). The PDL is also responsible to develop the annual project Capex/Opex plan, ensuring a healthy project pipeline in the project funnel, and timely submission for project screening and approval by the Initiative Management (IM) and E/AFC Committee.

Job Dimensions 

• Current CSPC annual portfolio project cost: 400-500 million RMB (60-80 million USD)
• Direct report : 4 Project Development Engineers
• Indirect report: MFES discipline engineers, MFT technologists, MFPT Project Engineers, designers, CMBD, economists, FNCP and FNC in project area. External coordination with related bodies such as engineering companies, over the fence customers
• The person needs to think what is fit-for-purpose feasibility study (FSR) and Basic Design Engineering Package (BDEP). FSR and BDEP is relatively complex study, the breadth and depth of the study content is solely decided by PDL – too deep study will result in risks of not delivering opportunity in a timely manner, too wide study will result in risks of delivering an unrealistic scope, schedule and budget.

Principal Accountabilities 

1. The job holder is responsible to ensure that a quality front end development of projects (scope definition) is carried out. He/She is responsible for progressing projects from Identify, Assess, Concept Select, Define, right up to proposing the Investment Proposal at Final Investment Decisions (FID).
2. The job holder needs to work closely with MFT technologists, MFES Discipline Engineers, MFPT Project Engineers, Operations, Maintenance and HSEQ in executing the front-end development projects.
3. The job holder should ensure that the front-end development of projects is carried out as per CSPC project governance. If a deviation is needed, approval shall be sought as per project governance.
4. Working together with the Project Engineers/Managers, the job holder will support the Business Opportunity Manager (BOM) to ensure that projects have realistic schedule and sufficient budget for execution, especially when making investment proposal for FID.
5. The job holder will support the BOM to screen ideas or opportunities to ensure that only good quality, profitable, feasible and realizable ideas/opportunities are progressed.
6. The job holder is responsible to deliver feasibility study report (FSR) and +/-30% cost estimate at the Initiative Management (IM) decision gate in order to help IM Committee to make informed decisions whether to progress the opportunities.
7. The job holder is accountable for the quality of deliverables at the IM decision gate. A close interface needs to be maintained with BOM to ensure consistency of information between Business Improvement Plan (BIP) and IM as the BOM is the custodian of BIP.
8. Support the BOM to identify and manage risks (both technical and non-technical) associated with projects
9. Ensure HAZOP are carried out for opportunities before progressing to FID.
10. The job holder is responsible to deliver BDEP and +/-10% cost estimate at the FID gate in order to help FID/AFC Committee make informed decisions whether to progress the opportunities.
11. The job holder supports the BOM in making sure that the opportunities/ideas submitted for Business Planning (BP) are of high quality cost estimate and clear scope, as per project governance requirements.
12. The job holder is accountable to have a quality and comprehensive handover with the Project Engineers/Managers after the opportunities are approved at FID decision gate.
13. The job holder will hold a front-end accountability for all projects right up to FID/(E)AFC under the guidance of MFPT manager and BOM.
14. The job holder is responsible to ensure timely submission for project screening and approval by IM and (E)AFC committee so as to ensure the annual Capex/Opex plan are achievable.
15. Able to network with project personnel both inside and outside of CSPC and learn the best practice in project management, especially in project front-end development.
16. Coach and instill awareness among CSPC technologists, Operations and Discipline Engineers on the best practice of what constitute a good front-end development in projects.
17. Support BOM in conducting Opportunity Framing Workshop where applicable
18. The job holder is required from time to time provide refresh training on the project governance process especially on project front end development process

Qualifications & Experience

1. Educational background: Minimum Bachelor Degree in Process or Chemical Engineering
2. Minimum 15 years of relevant working experience in the oil, gas or petrochemical plants with significant exposure to Process Engineering or Technology background, especially in front-end development, feasibility studies/Basis of Design, BDEP and Detailed Design.
3. The candidate should have strong co-ordination and facilitation skills
4. The candidate should have strong influencing skills to deliver various front-end studies (Basis of Design, Feasibility, Conceptual Design, BDEP)
5. Pragmatic but yet adhere to project governance to ensure CSPC has minimal exposure to risk during the delivery of the opportunities and execution of projects.
6. Strong presentation skills
7. Language proficiency:
• Good proficiency in English and Mandarin.
8. PC skills:
• Proficient in PC skills.
