Job Description:

Job Purpose 

1. Manage in-house and 3rd parties civil and structural design resources to support project development, project implementation and ad-hoc request from production units
2. Manage, coordinate and perform civil and structural design and engineering services for projects and plant change works. Perform detailed calculation and assurance review on civil structural design.
3. Manage, guide, supervise draftsmen to ensure high quality drawings are produced in the most economical and practical ways and in accordance with all relevant requirements.
4. Manage, guide, supervise and train young designer in ensuring adherence to GB, CSPC DEP and international design codes & practices, regulations and statutory requirements.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC’s products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods, etc.

CSPC’s complex consists of 2 phases projects. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell’s proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CSPC Phase 2 project (C2) started up in April 2018, including an ongoing project to build an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units, which CSPC officially assumed ownership from CNOOC in November, 2016. The C2 expansion includes also SMPO/POD units. Shell’s proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC’s high quality product range, as well as enhances overall energy efficiency.

After C2’s start-up, CSPC will increase its ethylene capacity to 2,200 ktpa and supply more than 6 million tonnes of high quality products to the China market every year, becoming the biggest single-site ethylene plant in China.

Principal Accountabilities 

1. Support development and definition of civil and structural engineering work scope with Front End Project and Project Engineers, using his/her design experience and technical expertise to influence and add value to the project.
2. Perform detailed civil and structural engineering design and drafting for projects and plant change requests in compliance with CSPC DEP requirements and China standard/code, and in-house requirements.
3. Perform site checks to verify and obtain actual site conditions/information.
4. Provide civil structural material and service estimate to support cost estimate for project and plant changes.
5. Manage Design Institute/engineering contractor, review their engineering deliverables, provide technical assurance and ensure compliance to CSPC PDAM requirements.
6. Provide periodic performance assessment to ensure quality and cost effective delivery by CDIs/Engineering Contractor.
7. Perform the update and maintenance of as-built drawings.
8. Participate in tender evaluation and selection of civil contractor.
9. Participate in the engineering meeting and provides inputs to the customers of any new development and changes.
10. Provide technical advice on standards & codes, design and constructability matters when required.
11. Ensure that all drawings are properly prepared and updated as As-Built before transferring into archive system.
12. Assist in problem solving of construction activities due to unforeseen critical site conditions.

Qualifications & Experience

1. Educational background: University degree in Civil/Structural engineering.
2. Work experience:
• Minimum 6 years working experiences in civil structural engineering design.
• Experience in petrochemical engineering design institute or experience in a petrochemical plant.
3. Language proficiency: Have ability to use English as the working language.
4. PC skills:
• Proficient in PC skills.
• Good experience and skills with engineering design software, such as AutoCAD, Intergraph’s 3D PDS, etc.
