Job Description:

Job Purpose 

The External Discipline Affairs Officer is to execute an integrated, fit-for-purpose external affairs engagement program and to deal with specific government related issues, which covers government engagement strategy and plan, advice and assistance on government approval/permits/ supervision/inspection/acceptance activities conducted by relevant governmental authorities and/or agencies in compliance with Chinese laws, regulations and procedures. The position is also engaged in seeking solution to conflicts and disputes between CSPC and neighboring projects in Daya Bay Petrochemical Industrial Park (DYB PIP). He/she will also provide advice and take actions in regional external issue and crisis management.

Job Dimensions 

Key Relationships
Direct reports: CSP manager and CS director;
Indirect reports: GASC members (政府事务委员指导委员会成员,包括CEO/DCEO/MF/FN) and other MT member if needed;
Key internal stakeholders: GAWC members (政府事务工作委员会成员) and Line Managers, government affairs focal points of each function in 5 departments;
Key external stakeholders: Senior officials of local government and authorities, DYW PIP Management &Service Centre (DPMSC 大亚湾石化区管理服务中心),representatives or focal points of shareholders.

Decisions Made
1. Make judgment in relevant discipline from PA perspective and provide PA advice to the internal stakeholders in routine government affairs.
2. Analyze and Provide PA advice on government key/important issues to GAWC and GASC).
3. Handling routine visitors, government affairs related letters/emails (in and out), reports and other government related activities.
4. Collect government issues and assist internal stakeholders in coordinating local government and DPMSC for support and solutions.
5. Draft GASC meeting materials and other government required reports.
6. Coordinate and organize high-level engagement session/visit with local government/authorities.
7. Support internal stakeholders to define the government affairs strategy and communication plan.
8. Define and take actions to maintain good relationship with local government.

Principal Accountabilities 

1. Develop and implement the external engagement plan to establish and maintain the relationship with key external stakeholders, focus on key government authorities and organizations.
2. Be a primary interface between the company and governmental authorities’ high-level engagement in the local region to assist and facilitate the processing of the government related issues which impacts the complex operation or compliance or company image and reputation.
3. Consolidate & monitor government related issues and prepare the update for management’s reference and decision making.
4. Be a secretary of GAWC to prepare and consolidate meeting materials and for GAWC and GASC and track GASC required actions.
5. As a company representative, take part in regular coordination meeting called by DYB government on the construction & development of DYB PIP.
6. Be a focal point of the company to coordinate DYB PIP Investors' Committee(大亚湾石化区业主委员会), including collecting and consolidating materials of specific issues, cascading down the relevant messages, etc.
7. Assist relevant internal business owners to handle external affairs, focus on government related issues, such as government infrastructure, amenities, land, utilities, and the required government approval, acceptance, permit, license, qualification, and also for the specific inspections and visitation where appropriate.
8. Provide advice and take actions in company issue and crisis management as one of focal points in the department.
9. Draft and/or verify the important written materials to the designated external stakeholders, focus on government and its authorities.
10. Prepare and consolidate the materials or presentation for shareholders and visitors as requested.
11. Maintain good relationship with local government.
12. Provide advice and input in developing CSPC government affairs strategy and procedure.
13. Organize internal sharing on government affairs.
14. Other government affairs and tasks assigned by the company leadership.

Qualifications & Experience

1. Show awareness and responsibility of the importance of company operation and reputation and the need for ongoing issues management.
2. Good knowledge and understanding of government supervisory procedure and working process, incl. project construction & operation management, and approvals/permits.
3. Wide petrochemicals knowledge and strong technical judgment.
4. Experience in coordination with authorities and external stakeholders.
5. Readiness to build bridges between internationally accepted business practice and China administration culture and system.
6. Competence to analyze and solve complicated external conflicts and disputes.
7. Ability to prioritize issues and utilize internal and external resource.
8. Good engagement and communications skill
9. Good interpersonal, coordination and organization skills
10. Have strong leadership and influential skill.
11. Able to work independently with minimum supervision.
12. Educational background:
University degree in engineering or engineering management or its equivalent
13. Work experience:
3 years work experience in the multinational corporation.
14. Language proficiency:
• Excellent in business writing in Chinese.
• Able to communication in English verbally as well as in writing.
15. Proficient in PC and Microsoft (Word/Excel/PPT).
