Job Description:

Job Purpose 

To deliver capital projects and plant changes through internal and external resources. He/she is expected to manage a number of projects/plant changes from concept development to completion in accordance with CSPC’s Project Governance Processes. He/she carries single point responsibility for safety, costs, schedule, quality and agreed scope of project. He/she is expected to work with stakeholder from other department, design institutes, vendors, contractors to ensure project delivery is in compliance with the CSPC HSSE standards and achieving the project objectives.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC’s products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods, etc.

CSPC’s complex consists of 2 phases projects. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell’s proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CSPC Phase 2 project (C2) started up in April 2018, including an ongoing project to build an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units, which CSPC officially assumed ownership from CNOOC in November, 2016. The C2 expansion includes also SMPO/POD units. Shell’s proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC’s high quality product range, as well as enhances overall energy efficiency.

After C2’s start-up, CSPC will increase its ethylene capacity to 2,200 ktpa and supply more than 6 million tonnes of high quality products to the China market every year, becoming the biggest single-site ethylene plant in China.

Principal Accountabilities 

1. Project Engineer is responsible to support the Senior Project Engineers and Head of Project in all aspects of project delivery from front end development to project execution in accordance with CSPC project process and plant change procedures.
2. The position is responsible to deliver a portfolio of projects varying in budget, scope, size and complexity at various stages of project phases.
3. The position is required to ensure smooth execution of all projects assigned to him in various phases from BDEP, detailed engineering, contracting, procurement, construction, commissioning and start-up, handover and close-up.
4. The position is expected to provide appropriate support to Front End Development of projects/plant changes in planning, scheduling, cost estimation, FSR, BDEP up till FID.
5. The position is responsible to develop project execution strategies /plans and execute all aspects of projects from detailed engineering till closeout.
6. The position is required to coordinate and oversee design offices/design institute and set-up fit-for-purpose project engineering and technical assurance review matrix (PDAM).
7. The position is expected to develop project contracting strategy and execute through close collaboration with FNCP team.
8. The position is required to develop and manage project risks and ensure proper mitigation plan including change control is in place.
9. The position is expected to manage all construction activities through field engineers and contractors and ensure full compliance with HSE requirements.
10. The position is expected to manage all project interfaces and maintain regular communication with key stakeholder in various phases of projects/MOCs.
11. The position is required to monitor, track and provide monthly update on project progress, cost performance and status on project KPIs.
12. The position is expected to assist where required with external stakeholder for project permit and relevant government approval.
13. The position is responsible for proper project closeout on assigned projects, and archive of project as-built documents from construction contractor, and support design office to update electronic documents.

Qualifications & Experience

1. Educational background: University degree in engineering.
2. Work experience:
• Minimum 8 years of project engineering experience in design, procurement, or construction in oil, gas and petrochemical industry.
• Experience of working or leading in MOC or brownfield projects at petrochemical plants or refineries is essential.
• Familiar with DEP and Chinese standards in engineering and design.
• Knowledge and understanding of design and construction practices at a manufacturing plant.
• Familiarity with operations / maintenance practices.
3. Language proficiency: Able to communicate in English and Mandarin, verbally as well as in writing. English level CET>4 or equivalent.
4. PC skills: Able to use words, excel and Microsoft project to make project schedule.
