Job Description:

Job Purpose 

1. Primarily responsibility is to support the Project Manager for the Jetty Expansion Project on all project estimating, control, planning, scheduling, reporting, risk management, benchmarking and assurance reviews for the Jetty Expansion Project.
2. Secondary responsibility is to provide the same support to the Senior Project Services Engineer for other CSPC's Capex/Opex Projects.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC's products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods, etc.

CSPC's complex consists of 2 phases projects. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell's proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CSPC Phase 2 project (C2) started up in April 2018, including an ongoing project to build an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units, which CSPC officially assumed ownership from CNOOC in November, 2016. The C2 expansion includes also SMPO/POD units. Shell's proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC's high quality product range, as well as enhances overall energy efficiency.

After C2's start-up, CSPC will increase its ethylene capacity to 2,200 ktpa and supply more than 6 million tonnes of high quality products to the China market every year, becoming the biggest single-site ethylene plant in China.

Principal Accountabilities 

1. Provide effective project services support including estimating, cost control, risk management, planning, scheduling and up to date reporting for the Jetty Expansion Project.
2. Assist the same for CSPC's portfolio of Capes/Opex project when required.
3. Provide monthly Value of Work Done (VOWD) and Latest Estimate (LE) report, identify variances and proposed actions to close the gaps with support from FNC.
4. Set up cost database for material price and construction service rate and keep yearly update the cost estimate with reference to the SAP procurement contract price and construction service contract price.
5. Establish and maintain the yearly cost statistic on detailed design, procurement, construction, CSU, project management, and overhead and use it for estimation and cost comparison.
6. Assist procurement and construction executives and project engineers for contracting and commercial negotiations.
7. Establish project planning, scheduling and control strategy. Develop relevant control procedures as needed.
8. Supervise and monitor progress against baseline schedule, analyze deviations and recommend remedial actions.
9. Prepare detail Cost Breakdown Structure with support from FNC, define Basis of Cost Estimate and develop Project Cost Estimate for each phase of the projects.
10. Establish a cost reporting system that reflects the project budget and all changes, current commitments, expenditures and forecast.
11. Prepare Change Proposals and update Change Proposals Logs and Status Report.
12. Initiate Risk management process for project as per CSPC risk management policy. Facilitate Risk Management Workshops. Prepare a consolidated risk management plan.
13. Conduct periodic project PDAM audits.
14. Provide up to date monthly one pager project summary for Jetty Expansion Project.
15. Assist in monthly KPIs tracking and monitoring for portfolio of Capex/Opex projects in HSE, Quality, Cost and Schedule.

Qualifications & Experience

1. Educational background: Degree in engineering.
2. Work experience: Minimum 10 years of project engineering, project execution with skill level in project services support which include cost estimating, control, planning, scheduling, reporting and risk management is required.
3. Language proficiency: Fluent in English as the working language.
4. PC skills: Proficient in PC skills for software such as Excel and SAP. Must be good use on Micro-soft Excel.
5. Experience with skill level in Primavera Planning and Scheduling is essential.
