Job Description:

Job Purpose 

1. Responsible for detailed engineering and technical assurance for marine super structure for the Jetty Expansion Project which include 2x10000t petrochemical berths and its related mooring and berthing facilities, walkway, etc. in compliance with Chinese's GB and CSPC's DEP Codes of Standards.
2. Responsible for the overall construction plan for the marine super structure including seamless interface management with top side facilities. Ensure construction HSEQ are in accordance with CSPC's requirements. Provide up to date one pager reporting on overall project status which include in HSEQ, cost and schedule performance and highlight issues required support.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC's products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods, etc.

CSPC's complex consists of 2 phases projects. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell's proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CSPC Phase 2 project (C2) started up in April 2018, including an ongoing project to build an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units, which CSPC officially assumed ownership from CNOOC in November, 2016. The C2 expansion includes also SMPO/POD units. Shell's proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC's high quality product range, as well as enhances overall energy efficiency.

After C2's start-up, CSPC will increase its ethylene capacity to 2,200 ktpa and supply more than 6 million tonnes of high quality products to the China market every year, becoming the biggest single-site ethylene plant in China.

Principal Accountabilities 

1. Responsible for the design review and consultation for the marine super structure engineering which include but not limit to:

• 工作平台计算书CALCULATION REPORT FOR WORKING PLATFORM OF GRAVITY PIER
• 泊位通过能力计算书Berthing Capacity Calculation,
• 船荷载计算书CALCULATION REPORT FOR SHIP LOAD,
• Jetty plot plan,
• Facilities layout arrangement,
• Jetty super structural design drawings, etc.
2. Ensure alignment and consistency check on the use of Chinese GB and CSPC's DEPs' requirements.
3. Support government approval in the aspect of the technical issues.
4. Attend the constructability study and provide inputs to this exercise.
5. Support the preparation of the technical requirements for the EPC packages.
6. Participate in technical evaluation and selection of the EPC contractor.
7. Review and provide assurance check on all detailed engineering documents, construction plan, method statement, QA/QC plan, etc.
8. Provide inputs to project estimate and cost control and project level III schedule.
9. Provide seamless interface management with top side facilities
10. Implement the other ad-hoc works assigned by Project Manager.

Qualifications & Experience

1. Educational background: University degree in engineering, preferably civil and structural in marine engineering;
2. Work experience:
• Minimum 10 years Jetty engineering experience, at least 2 Open Type Wharf with Standing Piles.
• Knowledge and understanding of design and construction practices at Port and Waterway Engineering.
• Familiarity with design / construction practices of marine superstructure.
• Experience in oil, gas and petrochemical jetty is an advantage
• Experience on Chinese GB Codes and CSPC's, DEP Specifications and Practices.
• Experience on Daya bay is preferable.
3. Language proficiency: Fluent in read and written English and Chinese/Mandarin.
4. PC skills: Proficient in PC skills.
5. Qualifications: Registered civil engineer (Port and Waterway Engineering) is preferred.
6. Others: Proficient in swimming is essential.
