Job Description:

Job Purpose 

1.To execute an integrated, fit-for-purpose external affairs engagement program and to deal with specific government related issues, covering government engagement strategy and plan, advice and assistance on government approval /permits/supervision /inspection /acceptance activities conducted by relevant governmental authorities and/or agencies in compliance with Chinese laws, regulations and procedures for projects.
2.This position needs to proactively involve in coordination between relevant internal and external stakeholders, e.g. Gov’t authorities, Project Management Team (PMT), Contractors, Services, Vendors, relevant plants and other functions as necessary.

Job Dimensions 

CNOOC and Shell Petrochemicals Company Limited (CSPC), established in 2000, is one of the largest petrochemicals joint ventures in China, incorporated by China National Offshore Oil Corporation (CNOOC), Royal Dutch Shell, and Guangdong Guangye Investment Group Company Limited (CPIL), with 50:50 Sino-foreign stakes. CSPC is the first large scale enterprise in the Daya Bay Petrochemicals Industrial Park, Huizhou City, Guangdong Province. CSPC mainly produces olefin and derivative products, supplying the domestic market as raw materials while providing customers with high quality service. CSPC’s products are widely used in agriculture, manufacture, construction industry, medicine and consumer goods etc.

CSPC’s complex consists of 2 phases. Phase I (Nanhai Project, C1) started commercial operation in early 2006. C1 includes 11 major process units, utilities, storage and shipping facilities, as well as environmental protection facilities. It adopts 13 international licenses (including Shell’s proprietary technologies) and utilizes modern management systems and international standards in design, construction and operation. C1 has achieved 1000 ktpa ethylene capacity since 2012 and it has been supplying approximate 2.7 million tonnes petrochemical products to the market every year.

CHPCL is responsible for the construction of CSPC Phase Ⅱ project (C2) and CSPC is responsible for its investment and operation. C2 started up in April 2018, which includes an ethylene cracker with 1200 ktpa ethylene production capacity and multiple downstream derivatives units. C2 also includes SMPO/POD units. Shell’s proprietary OMEGA, SMPO and Polyols technologies and domestic and international industry-leading technologies are applied to C2 project. This increases the volume and diversity of CSPC’s high quality product range, as well as enhances overall energy efficiency.

After C2’s startup, the total ethylene production capacity of CSPC has increased to 2,200 ktpa, becoming the biggest single-site ethylene plant in China, providing the market with more than 6 million tonnes of high quality and diversified products every year.

Principal Accountabilities 

1.Develop strategy and plan on government permit application in all phases of a project.
2.Provide estimate on government permit cost for relevant projects.
3.Apply and obtain relevant gov’t permits during FSR, BDEP, construction, SU and acceptance etc. various project phases.
4.Proactively communicate and coordinate with the project team / PMT contractors / 3rd parties or vendors, relevant plants and other functions as necessary on the project related government approval requirements.
5.Proactively communicate with the governments involving the project approvals and operation in industrial park, city level or province level.
6.Build up the positive and sustainable relationship with all the concerned government authorities and stakeholders.
7.Support other functions to communicate with authorities by establishing right contacts and providing the briefing and guidance.
8.Take on ad-hoc task to support government permits application to other projects from time to time as assigned by supervisor

Qualifications & Experience

1.Educational background: University degree in engineering or its equivalent.
2.Working experience in project engineering and delivery of oil, gas and petrochemical projects from FSR, BDEP till start-up and handover.
3.Good personality and able to engage and deliver effectively with key stakeholder especially with government agencies.
4.Demonstrate good organization and stakeholder management skills is essential
5.Language proficiency:
a)Excellent in business writing in Chinese.
b)Able to communication in English in writing.
6.Familiar with Chinese government permitting requirement including project approvals, construction, start-up and hand over permits is an added advantage.
7.PC skills: Proficient in PC skills.
